But this agreement was never concluded and a conference in Geneva in 1954, which was to refuse a formal peace agreement, ended without agreement. Zhou Enlai advises Chinese UN officials in the statement and reaction of representatives of other countries on the Korean issue and the proposed ceasefire. The 1950-53 Korean War ended with an armistice in which neither side could claim victory. The agreement also called for the establishment of the Military Ceasefire Commission (MAC) and other agencies to ensure the ceasefire. Letter from Mao to Gao Gang and Kim Il Sung, sent to Stalin, on a strategy of rapprochement and ceasefire conditions. Topics include Taiwan, China`s accession to the UN and the creation of a neutral zone. By the time the ceasefire was signed on 27 July 1953, the talks had already lasted more than two years, entangled in test issues such as the exchange of prisoners of war and the location of a demarcation line. The ceasefire remains the only protection of peace on the Korean peninsula. War detention (POW) was an important and problematic issue in the negotiations. The Communists held 10,000 prisoners of war and UNC 150,000 prisoners of war. PvA, KPA and UNC were unable to agree on a return system because many VPA and KPA soldiers refused to be repatriated to the North, which was unacceptable to the Chinese and North Koreans.
In the final ceasefire agreement, signed on 27 July 1953, a return commission of the Neutral Nations, chaired by Indian General K. S. Thimayya, was established to deal with the issue. The signed ceasefire established a „complete cessation of all hostilities in Korea by all armed forces“ which should be implemented by commanders of both sides. However, the ceasefire is merely a ceasefire between the armed forces and not an agreement between governments to normalize relations. No formal peace treaty has been signed and normalized relations have not been restored. The ceasefire founded the Military Dearcation Line (MDL) and the DMZ. The DMZ was agreed as a 4.0 km wide buffer zone between the two Korean nations. The DMZ follows the Kansas Line, where the two sides clashed at the time of the signing of the ceasefire. The DMZ is currently the most defended national border in the world from 2018.
